City Rules

Great stories over strict ruleplay. Here is how we run the city.

Our Core Values

We believe every scenario, whether you walk away victorious or not, should leave all players with satisfying, memorable, and genuinely fun roleplay. The real win comes from the stories you create together, not just from coming out on top.

Rules That Enable Stories

We designed our rules to support creativity and immersion, not to micromanage or restrict your roleplay. Our guidelines are clear and straightforward, prioritizing great stories over strict "ruleplay."

Staff evaluate reports and potential rule breaks based on their real impact on the server and players. If a situation, even one that technically bends a rule, results in positive, fun roleplay for everyone involved, we see no need to intervene. Our team is not here to police every action; we are here to foster enjoyable experiences, protect player rights, and step in only when necessary to maintain a healthy, respectful community.

General Community Rules

1.1 Adult community

All players and characters must be 18 years of age or older, with no exceptions. Anyone found to be underage will be permanently removed from the community without appeal.

1.2 Language

HorizonsRP is primarily an English-speaking community. Characters may speak other languages for roleplay purposes, but general communication should remain accessible in English.

1.3 No hate speech or IRL bigotry

Hate speech, discrimination, or bigotry of any kind, including racism, sexism, homophobia, transphobia, religious intolerance, or similar, is strictly prohibited. Roleplay may not be used as an excuse for such behavior.

1.4 No harassment

Harassment of any member, whether in-city, on Discord, in direct messages, on social media, or through other platforms, will not be tolerated. This includes targeted insults, sexual harassment, threats, stalking, or any actions causing real-world discomfort or harm. In-city actions that mirror real-world harassment are also prohibited.

If you feel unsafe or targeted in a way that affects you outside of roleplay, open a ticket with supporting context. Real-world harassment is taken extremely seriously.

1.5 No advertising, soliciting, or alternate accounts

Promoting other servers, selling in-city items for real-world money, or soliciting services is prohibited. Alternate accounts may not be used to evade bans, spy, or manipulate roleplay.

1.6 Respect staff decisions and reporting

Staff decisions are final. Do not argue with, backseat moderate, or harass staff either IC or OOC. Rule violations must be reported via tickets with clear video or picture evidence. Do not attempt to "police" the city yourself.

1.7 No abuse of exploits, cheats, or bugs

Using cheats, exploits, glitches, or unauthorized third-party modifications for unfair advantage is strictly prohibited. Abusing in-city bugs for gain is also not allowed. Report discovered bugs via ticket, including steps to reproduce and supporting media.

1.8 Copyright music

Community members may be streamers or content creators. Intentionally exposing them to copyrighted music or otherwise endangering their channels is prohibited. Features are available in-city to help protect streamers from copyright issues; create a ticket if assistance is needed.

General Roleplay Rules

2.1 Consent and boundaries

Player comfort is a top priority. Explicit OOC consent must be obtained before initiating scenes involving sensitive or potentially uncomfortable content.

  • Body mutilation or graphic torture RP: dismemberment, extreme mutilation, or highly detailed torture requires clear, prior OOC consent from all directly involved or present players.
  • Extended kidnapping RP: any kidnapping or hostage scenario intended to last longer than 30 minutes (real time) requires explicit, prior OOC consent from the victim player(s). Short-term kidnappings (for example, a robbery or quick interrogation) do not require additional consent beyond standard initiation RP, but must still respect fear and value-of-life rules.
  • Bad taste RP: roleplaying topics that mirror real-life trauma, sexual violence, or sensitive real-world events in a distressing or disruptive manner is prohibited.

If uncertain whether consent is required, ask via /ooc or open a ticket.

2.2 Stay in character at all times

HorizonsRP is a full-immersion server. All in-city interactions must be conducted realistically as your character. If immersion is broken (for example, by modders, rule breaks, or technical issues), continue roleplay as best as possible or roleplay a realistic exit, then report via ticket. Do not break character to argue, complain, or discuss rules in-city.

2.3 Out-of-character communication

OOC communication is restricted to essential situations only, such as "my game crashed" or "need to go AFK." It must never be used for:

  • Arguing or handling disputes
  • Policing city rules
  • Asking general roleplay questions
  • Casual conversations
  • References to streams or Discord
2.4 Value your life and fear roleplay

Characters must always value their life and freedom. When facing a clear threat (weapons drawn, outnumbered, or at a severe disadvantage), realistic fear must be demonstrated by prioritizing survival over heroism or defiance. Compliance with reasonable demands is expected when non-compliance risks death or serious injury.

"Rambo" or overly heroic playstyles are prohibited. Strong fear roleplay enhances storytelling: consider pleading, negotiating, or stalling to create engaging scenes.

  • Good fear RP: hands up and complying when robbed at gunpoint; begging for mercy when outnumbered; attempting to talk your way out of a dangerous situation.
  • Poor fear RP (NVL): fighting back against multiple armed opponents with no realistic chance of success; trash-talking while staring down multiple guns; immediately running or fighting when clearly outmatched; running straight at armed opponents or attempting to disarm multiple guns alone.
2.5 Unconscious / downed

When downed or critically injured, roleplay injuries realistically and treat the situation as life-threatening: groaning in pain via /me while waiting for help, roleplaying confusion or weakness after revival, not jumping up and running immediately after being stabilized.

  • While unconscious, your character may not speak or move.
  • If surrounded or in an active scene, do not call EMS yourself; it disrupts ongoing roleplay. EMS may only be called when alone and fully removed from the scene. If the scene is taking longer than 30 minutes, you may acknowledge this in OOC.
  • Upon EMS arrival, respond realistically to treatment and allow medics full opportunity to roleplay.
  • Downed players must remain downed for a minimum of 5 minutes before respawning, unless actively roleplayed otherwise by EMS or the scene naturally resolves earlier through RP (such as bleeding out). This encourages proper medical and consequence roleplay.
2.6 Metagaming

Using any out-of-character information (streams, Discord, external sources) to influence in-character actions, decisions, or knowledge is prohibited. Characters may only act on information obtained through realistic in-city means.

2.7 Powergaming

Forcing actions, outcomes, or unrealistic advantages on others without providing fair opportunity for response or counter-roleplay is prohibited. Roleplay is collaborative: always allow others to react.

2.8 No combat logging

Disconnecting via F8 during or immediately after active roleplay (combat, chases, arrests, robberies, or medical treatment) to avoid consequences is strictly prohibited.

In case of accidental disconnection: notify via public Discord if possible, rejoin promptly and resume roleplay, use brief /ooc upon return if needed, and open a ticket if necessary.

2.9 No RDM (random deathmatch)

Killing, downing, or seriously injuring another player without proper roleplay initiation, buildup, or valid in-character reason is prohibited. All violence must stem from clear story or character motivation.

2.10 No VDM (vehicle deathmatch)

Intentionally using a vehicle to harm, kill, or incapacitate another player is prohibited. Vehicles are not weapons.

Exception: a single vehicle strike may be justified as a last-resort escape when no other option exists, provided it is not repetitive or intended to guarantee downing a player.

2.11 Fail roleplay

Any action that breaks realism, immersion, or logical character behavior falls under Fail RP. Common examples:

  • Ignoring severe injuries or continuing normal activity while critically wounded
  • Speaking or acting coherently while unconscious
  • Civilians fearlessly engaging armed groups
  • Parking a vehicle mid-chase to block pursuers
  • Intentionally provoking police into pursuits or engagements without realistic IC motivation (cop baiting)
2.12 New Life Rule (NLR)

NLR applies exclusively to executions: intentional, planned roleplay scenes where a character is deliberately killed as a narrative conclusion (for example, gang hits or betrayals).

Upon respawn after an execution, your character suffers traumatic memory loss and may not retain or act upon specific identifying details of attackers for immediate retaliation. Revenge or follow-up must stem from new in-character investigation.

  • Permitted memories (vague, non-identifying): general reason for the conflict; nature of injuries; approximate number of attackers; generic clothing or masking descriptions; broad vehicle types.
  • Prohibited memories (specific, identifying): names, voices, accents, or speech patterns; facial features, scars, tattoos, or unique traits; license plates or specific vehicle modifications; distinctive jewelry, accessories, or clothing; any detail enabling direct identification without further IC effort.
2.13 Ocean dumping

Dumping a character in the ocean is permitted for storytelling purposes but may not be used to force permanent death or artificial memory loss beyond standard NLR guidelines. It does not grant additional memory loss or force perma-death unless mutually agreed upon OOC in advance.

Criminal Guidelines and Rules

3.1 Conflict numbers
  • Standard conflicts: engagements between civilians and criminals are limited to 5v5. Police are limited to 6 and may deploy additional officers as needed, provided they adhere to their department's standard operating procedures.
  • Turf or property defense: turf refers to a specific, limited location properly established through roleplay, such as a tagged building, interior space, or small block. Large areas or entire neighborhoods (for example, all of Little Seoul) do not qualify. If attacked on established turf or property where more than 5 members are already present, the defending group may engage with all individuals on-site at the time of the attack.
  • External reinforcements may not join to exceed the standard limit. Intentionally leading a conflict to turf in order to bypass the 5v5 restriction is prohibited.
3.2 Heists and major crimes

Criminal participants in heists or similar high-level crimes are limited to a maximum of 5 players. Police response is capped at 6 officers.

3.3 Shooting and killing during active war

During an active war between groups, shoot-on-sight is permitted when supported by prior roleplay and current circumstances. New roleplay initiation is not required for each encounter. While not mandatory, groups are encouraged to discuss and agree upon ground rules prior to declaring war.

3.4 Business and event attacks during active war

Player-owned businesses or workplaces where gang or group members are employed are off-limits for war-related attacks or engagements. Do not bring conflict to these locations or use them as bait or escape zones. Businesses and events are intended to serve as neutral, safe spaces within the city. Non-player-owned businesses do not receive this protection.

3.5 Conflict expiry

Every conflict has a natural expiration period, especially those involving groups, gangs, or individuals. Repeatedly escalating or prolonging a conflict that causes ongoing significant harm to your character, allies, group, or gang without any meaningful effort to de-escalate or resolve it will be considered a violation of Not Valuing Life (NVL).

Conversely, continuously harassing, provoking, or engaging another individual, group, or gang without offering a reasonable opportunity to end the conflict will be classified as griefing and is strictly prohibited.

3.6 Excessive engagements

Engaging in multiple large-scale shootouts that result in significant casualties within a short timeframe (several incidents within a few hours) will be considered Fail RP. This behavior undermines realistic roleplay, character development, and the meaningful consequences of in-game actions.

After participating in any shootout or violent engagement, all involved parties are subject to a 1-hour cooldown before they may initiate or willingly participate in another armed conflict. This cooldown encourages scene progression, medical roleplay, regrouping, or negotiation following violence. Intentionally seeking out or escalating new fights before the cooldown expires will be treated as Fail RP.

3.7 Pocket wiping

Removing the majority of a player's inventory while they are downed or through robbery mechanics without clear roleplay justification is prohibited and may be deemed griefing.

  • Permitted: taking one weapon and select valuable possessions that align with the roleplay scenario.
  • Prohibited: systematically removing unrelated or minor items (food, water, phone, tablet) for personal gain or without narrative purpose.

These guidelines promote meaningful criminal and gang roleplay while preventing abuse, griefing, and unrealistic escalation. Violations may result in staff review.

Law Enforcement & EMS Guidelines

Law Enforcement

4.1 Authority in good faith

Law enforcement roles carry elevated authority and mechanical impact. That authority must be used consistently and in good faith, with actions based on clear in-character information rather than personal preference or recurring targeting.

4.2 No repeated targeting

Repeated focus on specific individuals or groups without new or escalating IC justification may be treated as improper roleplay conduct. Enforcement must be driven by evolving RP, not assumption or out-of-character context.

4.3 No OOC-driven enforcement

Law enforcement actions may not be influenced by OOC frustration, disagreements, staff decisions, or mechanical limitations. All investigations, stops, and arrests must originate from what your character reasonably knows in RP.

4.4 Internal conflict stays in RP

Internal conflict, discipline, or corruption storylines must remain RP-driven and may not be used to disrupt departments, bypass restrictions, or retaliate for OOC issues. Concerns regarding policies, balance, or leadership must be addressed through staff channels, not through in-game enforcement.

Medical Services

4.5 Impartial care

Medical roles exist to support continuity of roleplay and recovery. Medical authority must be exercised impartially, regardless of a patient's status, affiliations, or past interactions.

4.6 No biased treatment

Treatment may not be delayed, altered, or refused due to OOC bias or frustration. All medical decisions must be supported by in-character assessment and roleplay reasoning.

4.7 Medical authority limits

Medical authority may not be used to influence legal outcomes or investigations unless justified by legitimate medical roleplay.

4.8 Accountable corruption RP

Any unethical or corrupt medical behavior must follow server corruption guidelines and allow for accountability within RP. Hidden or consequence-free misuse of medical permissions is not permitted. Concerns regarding mechanics, workload, or administrative decisions must be raised out of character through the proper channels.

Government & Business Corruption

5.1 Staff oversight

Community staff may review and intervene in any corruption-based roleplay considered excessive, implausible, or disruptive to the server's overall balance, economy, or long-term roleplay health.

5.2 Corruption carries risk

Players choosing to engage in corrupt conduct do so at their own risk. Corruption roleplay must allow for the possibility of discovery and must be accompanied by acceptance of in-character outcomes, including investigations, criminal charges, termination, suspension, or other appropriate roleplay consequences.

5.3 No falsified legal process

Individuals holding positions of authority, including government officials, law enforcement, medical professionals, or other high-level roles, are prohibited from intentionally submitting false, misleading, or fabricated information in relation to subpoena or warrant requests. These systems rely on a reduced evidentiary threshold to maintain smooth roleplay flow, and abuse of that trust is not permitted.

5.4 Role-restricted resources

Job-specific tools, vendors, and privileges are restricted to their intended roles. Access to such resources may not be exploited by distributing, trading, selling, or otherwise transferring items or services to players who are not normally authorized to obtain them.

Rules evolve with the city. The latest version always lives here and in the Discord, and staff rulings consider real impact first.
